Lam Minor

Stephen Lam’s picture was attached to a news article on Sunday and all I wanted to do was to stuff his every orofice with those long chocolate eclairs which brim with fluffy cream. I mean no real harm to Stephen of course but the preppy, tactless self assurance with which he delivers his headmaster’s views on constitutional affairs keeps him forever in my mind as a bossy school prefect and I want to put him behind the tuck shop stuffing his face with buns.

I got over it though and into the article. Stephen was saying that the government did not expect many party political figures to fill any of these fun new jobs of deputy minister and assistant to ministers. (“Don’t forget now, milk with no sugar.” “Yes, Minister!”). I don’t know where he was saying this because the wizard reporter forget to tell us; probably from a balcony overlooking the town square. Anyway Stephen thought, ironically, this was because party politicians weren’t grown up enough yet.

Another rush of sugar to the head there for young Lam, I’m afraid. Party politicians are highly unlikely to ever become ministers, deputies or even assistants to ministers (beverages) no matter how big and tall they grow. If you can forget for a moment that Hong Kong is as thoroughly part of the People’s Republic now as Letchworth is of the United Kingdom, the SAR has developed a fully presidential system. The CE does not come from the legislature and is elected separately from it. He is head of ‘state’ and head of government. There are no prime ministers. He is Father, Son and would like to be Holy Ghost too

In fact his very similar to the President of the United States who cannot be the Holy Ghost because he has a legislature elected by universal suffrage which, from time to time, he cannot control at all. Donald’s chances of the Trinity are much better because he has a legislature which is far from directly elected. In the meantime both of them appoint ministers, secretaries or directors, call them what you will, who are chums, do as they are told and generally make the boss feel comfortable and that is how it will always work.

Which brings us back to Stephen, makes it all very depressing and tempts us to go to the pictures and forget about it.
